Taxpayer Bill of Rights

Did you know that taxpayers have a bill of rights? It’s true.

It lays out, in plain language, ten fundamental rights included in the IRS Tax Code:

1. Be informed.
2. Quality service.
3. Pay no more than the correct amount of tax.
4. Challenge the IRS’ position and be heard.
5. Appeal an IRS decision in an independent forum.
6. Finality.
7. Privacy.
8. Confidentiality.
9. Retain representation.
10. Fair and just tax system.

You can read the full Taxpayer Bill of Rights in IRS Publication 1, which is included with all mailed IRS notices.
